I have the honour to acknowledge the re-
ceipt of your Despatch No. 369 of the 3rd. of last November,
and to inform you that it is not proposed that the Regulations
for Cadets should be reprinted separately as they have been ex-
bodied in the General Orders issued by this Government copies
of which were forwarded to you in my Despatch No. 489 of the
7th. November, 1902.

I have therefore made the desired alter-
ations by issuing the enclosed amendments of the General Orders,
which contain the alterations proposed by you in paragraphs
3, 5, 7 and 8 of your Despatch. The amendment necessitated by
paragraph 4 had been already made.

With regard to paragraph 6, I am of opinion
that, in view of the excessive rents obtaining in this Colony,
it is not desirable that Hongkong Cadets should be deprived
of the privilege of house allowance which they at present en-
joy.
